On October 7, three new Regents will be sworn in at the Ohio Board of Regents' monthly meeting at Battelle Memorial Institute in Columbus. The Ohio Board of Regents is an 11-member public board created in 1963 by the General Assembly to provide higher education policy advice to the Governor and General Assembly.
The OBOR also helps develop strategy involving Ohio's public and independent colleges and universities, advocates for and manages state funds, and coordinates and implements state higher education policies. OSC is a technology initiative of the Ohio Board of Regents.
Donna M. Alvarado, of Granville, Ohio, was appointed for a term beginning Oct. 1, 2002, and ending Sept. 20, 2011. She replaces Tahlman Krumm, of Columbus. Alvarado has held senior management positions as Deputy Assistant Secretary of Defense; as counsel for the U.S. Senate Committee on the Judiciary; and as a staff member of the U.S. House of Representatives.
Alvarado was also appointed by President Reagan as director of ACTION, the federal domestic volunteer agency, where she directed the activities of nearly 500,000 Americans serving as volunteers, led 500 employees and managed a budget of $170 million. Alvarado has also served on the board of trustees of the Central Ohio Technical College in Newark since 1993, and as chairperson of the Ohio Association of Community Colleges.
Edward J. Rigaud, from Cincinnati, was appointed for a term ending Sept. 20, 2011, succeeding Floyd W. Nickerson, of Texas, who resigned earlier this year. Nickerson was completing a term that had been vacated and was scheduled to end Sept. 21. Rigaud is the president of the National Underground Railroad Freedom Center, and a retired vice president of the Proctor & Gamble Company.
Rigaud earned his B.S. in chemistry from Xavier University in New Orleans, where he also served as a board member. He also earned an M.S. in biochemistry from the University of Cincinnati, and has completed the advanced management course at the Harvard Business School.
Bruce R. Beeghly, of Struthers, Ohio, was appointed for a term beginning Sept. 21, 2002, and ending Sept. 20, 2011. He succeeds Gerald H.Gordon of Brecksville, whose term expires Sept. 21. Beeghly is president of Altronic, Inc. a designer and manufacturer of electronic products sold worldwide.
Beeghly was elected to two 4-year terms on the Liberty Local Board of Education, and served nine years on the Youngstown State University Board of Trustees. He is a trustee of the Youngstown State University Foundation, which oversees an endowment of more than $130 million.
He also served as a member of the Ohio Board of Regents Higher Education Funding Commission. Beeghly earned his B.S. from the California Institute of Technology in Pasadena.
